THE OPERATING QUESTION
A new requirement is approaching its start date while suitable people remain partly available or close to release.
A full allocation calendar can conceal a poor fit between skills and the work being sold. Review the hours that can actually be assigned, the confidence of the demand and the experience needed to deliver it. The objective is suitable deployment, not filling every free slot.
For Resource managers, practice leaders and delivery managers.
WORKED EXAMPLE
Illustrative scenario: an architect has sixteen uncommitted hours next week. A new discovery engagement requires twenty-four hours, including customer workshops at fixed times. The resource manager must resolve the eight-hour gap or change the commitment; a monthly average cannot make the schedule workable.
A PRACTICAL WAY FORWARD
01
Record required skill, proficiency, start window, duration and billability. Keep tentative demand distinct from confirmed work.
Accountable team: Demand owner
02
Subtract leave, confirmed allocations and internal commitments. Confirm release dates with delivery owners rather than relying on an expected end date.
Accountable team: Resource manager
03
Review skill evidence, timing, handover effort and commercial constraints. Discuss partial coverage, redeployment or an external option when needed.
Accountable team: Practice leader
04
Record the selected allocation, remaining constraints and approval. Compare planned allocation with actual work after the assignment starts.
Accountable team: Delivery manager
HANDLE THE EXCEPTION
If a release date is uncertain, keep the resource tentative and nominate a fallback. Do not remove the uncertainty simply to make the plan appear fully staffed.
WHAT SHOULD CHANGE
A traceable staffing commitment that fits the requirement and shows any unresolved capacity gap. Improved utilization is an outcome to measure, not a promised percentage.
Explore the Clousys capabilities →EVIDENCE, NOT ACTIVITY
Confirmed requirements without a suitable approved assignment by the agreed review date.
Approved billable hours divided by the explicitly defined available-hours denominator.
Assignments changed after approval, with the reasons retained.
