Resource Utilization Metrics That Drive Better Decisions

Define the denominator, reporting period and work categories before using utilization to make staffing decisions.

Two utilization percentages can both be correct and still be impossible to compare. One may divide billable hours by contracted time; another may first remove leave. The difference changes the interpretation before any performance discussion begins.

A percentage needs a definition

Utilization is meaningful only when readers know which hours and people it includes. A planned allocation percentage, a recorded productive-work percentage and an approved billable percentage describe different things. Label each measure before using it to compare performance.

Separate planned allocation from actual utilization

Planned allocation helps identify future commitments. Actual utilization describes work recorded for a completed period. The gap between them can reveal changed scope, delayed starts, missing time or capacity used elsewhere. It should prompt investigation rather than an immediate conclusion about individual performance.

  • Numerator: planned, recorded, approved or billable hours.
  • Denominator: the agreed definition of available hours.
  • Scope: person, team, practice and period.
  • Context: leave, internal work, demand and delivery constraints.

Read the denominator before comparing teams

For illustration, twenty-four approved billable hours divided by thirty-two available hours produces 75%. Using forty hours as the denominator produces 60%. Neither figure can be interpreted properly without knowing how leave and non-working time are treated.

Respond to the reason behind the result

Review the measure with demand and delivery context. A lower billable figure may reflect an intentional development assignment or an unresolved staffing gap. A very high figure may conceal overload. Agree the action with the responsible manager and maintain consistent definitions across reporting periods.
